The Preferential voting system starts when you mark your ballot. A voter is asked to mark their ballot in order of preference. Normally every person has a preference list for just about everything they do in life, so this is a normal way of doing things. For example if you ask a person to tell you their favourite restaurants in the city they live in. They will rattle off a list for you. So if they have a selection to choice from people automatically formulate a list of their likes in order of 1st preference to last preference and the rest is not on their radar screen. So you should present them a simple ballot and ask them to mark their vote on each candidate in order of preference.
